Born on May 15, 1947, in Milo, he was the second of four boys born to Elwin "Babe" and Helen Carter.
Brett was a graduate of Lisbon High School, where he excelled as an athlete in multiple sports. Brett married Suzanne McCarthy Carter and had three daughters, Rhonda, Kellie and Kim.

Brett began his successful busi-ness, Concrete Craftsman, Inc., in 1978 and was extremely involved in the everyday management along with his wife, Patty.
He employed hundreds of people over the years and had long-lasting bonds with many who have been longstanding employees or those who went on to begin their own businesses. Brett made his home and ran his company in North Monmouth on Wilson Pond -- "Carter Country."
He was a dedicated son, brother, husband, father, grandfather and friend. He loved his community and was a good citizen, volunteering services and making contributions to many organizations.
Brett enjoyed mowing his giant lawn, driving, vacationing in the tropics, snowmobiling and spending time with his grandchildren.
